OVERVIEW

Legal Bases: Republic Act (R.A.) No. 11509, otherwise known as the “Doktor Para sa Bayan Act”

Implementing Guidelines:

  • Implementing Rules and Regulations (IRR) of R.A. 11509 pursuant to Section 21 of R.A. No. 11509 (“An Act Establishing a Medical Scholarship and Return Service Program for Deserving Students, and Appropriating Funds Therefore”) signed by the CHED Chairman and DOH Secretary
  • CHED Administrative Order (CAO) No. 2, series of 2022 – Operational Guidelines on the Implementation of the Medical Scholarship and Return Service (MSRS) Program
  • Memorandum from the Chairperson – Call for Application for Deserving Students Enrolled in State Universities and Colleges offering the Doctor of Medicine Program as scholars under the Medical Scholarship and Return Service (MSRS) Program for Academic Year (AY) 2024-2025
  • Memorandum from the Chairperson – List of Medical Schools Eligible for Medical Scholarship and Return Service (MSRS) Program Effective AY 2025-2026

Scope and Coverage:

This program shall be accessible to qualified and deserving Filipino students who are willing to undertake the mandatory return service, preferably but not limited to those who are: 

  1. residing in municipality without government physicians;
  2. residing in Geographically Isolated and Disadvantaged Areas (GIDA) or from the top twenty percent (20%) provinces and/or municipalities as identified by the PSA, calamity-prone and conflict areas;
  3. residing in low-income class municipalities with high poverty incidence;
  4. belonging to the ethnic group or indigenous population/communities as certified by respective local government units and the National Commission on Indigenous Peoples (NCIP);
  5. dependents of community health volunteers; and 
  6. those whose combined annual family income is less than Php450,000.00.

ELIGIBILITY REQUIREMENTS

  1. Filipino citizen residing in the Philippines
  2. Graduating student or a graduate of an appropriate undergraduate program identified as a prerequisite for a Doctor of Medicine degree and currently enrolled in Doctor of Medicine degree, from any HEIs duly recognized by the CHED, including a direct entrant to the integrated liberal arts and medicine (INTARMED) program; 
  3. Obtained a National Medical Admission Test (NMAT) score mandated by the CHED and required by the SUC/PHEI; and
  4. Passed the entrance examinations and complied with other related requirements for admission into a Doctor of Medicine degree in any of the following SUCs/PHEIs:

DOCUMENTARY REQUIREMENTS

General

    1. Proof of Filipino citizenship such as any government-issued document showing proof of Filipino citizenship, including, but not limited to a certified true copy of Birth Certificate issued by the Local Civil Registry or Philippine Statistics Authority (PSA)/ Philsys ID;
    2. Certificate of Good Moral Character;
    3. Additional requirements for priority groups (as applicable):
      1. Certification of Residency issued by the barangay;
      2. Certification as members of indigenous people or minority group/ National Commission on Indigenous Peoples (NCIP) certificate;
      3. Tax Exemption/Tax declaration (from BIR) or social case study duly signed by a registered social worker where the applicant resides;
      4. Certification issued by the Municipal Health Office (MHO) that the applicant is a dependent of community health volunteer; and
      5. Certification from the Local Disaster Risk Reduction and Management Office (LDRRMO) or Department of Social Welfare and Development (DSWD) that the applicant is from the calamity-prone and conflict areas.

Specific

    1. Certification of Acceptance from SUCs/PHEIs; and
    2. Affidavit of no existing scholarship grant.

Priority shall be given to deserving applicants based on Section 7 c iii of the IRR.


FINANCIAL ASSISTANCE

  1. Tuition and Other School Fees (TOSF)
    1.  SUC – Actual TOSF subsidy shall be provided to the scholars to be paid directly to the SUC by the concerned CHEDRO; and
    2. PHEI – Actual TOSF subsidy shall be provided to the scholars to be paid directly to the PHEI but not exceeding 100,000/semester. The concerned PHEI shall provide the counterpart fund for the balance in excess of 100,000/semester.

The above rates shall apply to new and ongoing scholars beginning AY 2022-2023. 

The TOSF rates specified in the Memorandum from the Office of the Chairperson “Call for Submission of Application for the MSRS for AY 2021-2022”, issued on October 28, 2021, shall apply for scholars awarded in AY 2021-2022.
