OVERVIEW

Legal Bases: RA No. 10659, “Sugarcane Industry Development Act (SIDA) of 2015

Implementing Guidelines:

  • CMO No. 30, s. 2016, “Implementing Guidelines for the Scholarship Grant Program for Children and Dependents of Sugarcane Industry Workers and Small Sugarcane Farmers (SIDA-SGP)
  • CMO No. 2, s. 2020, “Amendments to Sections III, IV, V, VI, VII and VIII of CMO No. 30, s. 2016”

Objectives:

To provide scholarship grant to children and dependents of sugarcane industry workers and small sugarcane farmers duly certified by the Sugar Regulatory Administration (SRA).

Coverage:

  • Open to qualified and deserving children and dependents of Sugarcane Industry Workers and Small Sugarcane Farmers.
  • Covers both undergraduate and graduate students who are qualified to enroll in agriculture, agricultural engineering and mechanics, chemical engineering, and sugar technology as identified in Section 6(b) of RA No. 10659 including ladderized programs.

ELIGIBILITY REQUIREMENTS

Undergraduate Program

    1. Filipino citizen
    2. High school graduate or with earned college academic units relevant to the identified degree programs;
    3. Must pass the entry level requirements of identified SUC;
    4. Duly certified by SRA as Sugarcane Industry Workers and Small Sugarcane Farmers’ children and dependents; and 
    5. Must have a combined annual gross income of parents/guardian not to exceed ₱400,000.00

Graduate Program

    1. Filipino Citizen;
    2. With related undergraduate degree program and must pass the entry level requirements of identified SUC for master and doctoral degree programs;
    3. Duly certified by SRA as Sugarcane Industry Workers and Small Sugarcane farmers’ children and dependents; and
    4. Must have a combined annual gross income of parents/guardian/spouse not to exceed ₱500,000.00

DOCUMENTARY REQUIREMENTS

Undergraduate Program

    1. Academic:
      • For senior high school students – duly certified copy of the grades for Grade 11 and first semester for Grade 12;
      • For lifelong learners eligible for college – High School Report Card;
      • For applicants with earned units or currently enrolled in college – duly Certified Copy of Grades for the latest semester/term attended.
      • For other applicants:
        • ALS – duly certified copy of ALS Accreditation and Equivalency Test Passer Certificate;
        • PEPT – duly certified copy of PEPT Certificate of Advancing to the next level;
    2. Certificate of Good Moral Character from the last school attended;
    3. Certification from SRA as children and dependents of sugarcane industry workers and small sugarcane farmers;
    4. Proof of income – any of the following:
      • Latest Income Tax Return (ITR) of applicant and/spouse/parents/guardians if imployed;
      • Certificate of Tax Exemption from the Bureau of Internal Revenue (BIR);
      • Certificate of No Income from BIR;
      • Certificate of Indigency from their Barangay; or
      • Certificate/Case Study from Department of Social Welfare and Development (DSWD)
      • For children of OFW and Seafarers, a latest copy of contract or proof of income may be considered
    5. Notice of admission from the State University and Colleges (SUC); and
    6. Proof that the student applicant belonged to special group/s (if applicable);

Graduate Program

    1. Diploma and Transcript of Records (TOR) of baccalaureate/master’s degree or approved thesis/dissertation proposal approved and endorsed by the Technical Working Group (TWG) for grant;
    2. Certificate of Good Moral Character from the last school attended;
    3. Certification from SRA as children and dependents of sugarcane industry workers and small sugarcane farmers;
    4. Proof of income – any of the following:
      • Latest Income Tax Return (ITR) of applicant and/spouse/parents/guardians if imployed;
      • Certificate of Tax Exemption from the Bureau of Internal Revenue (BIR);
      • Certificate of No Income from BIR;
      • Certificate of Indigency from their Barangay; or
      • Certificate/Case Study from Department of Social Welfare and Development (DSWD); and
    5. Proof that the student applicant belonged to special group/s (if applicable);

RETURN SERVICE

One (1) year per year of scholarship in the Philippines is required within two (2) years after graduation prioritizing:

  1. government agencies directly working with coconut industry;
  2. other government agencies; and
  3.  private entities related to Philippine Coconut Industry.
